What are "Engine Brakes?" And why are they not allowed on certain parts of the freeway?

A: Dear Princess,

Engine brakes are a method of stopping used by semi trucks. Basically, it's using the engine to slow the truck down instead of the brakes. However, it is very loud and people who have homes near major streets don't like to hear it, so signs are put up to make it a little quieter for people.
