Q:

Dear 100 Hour Board,

I hear they fly in delegates, national, and international dignitaries, & other people for general conference. How do they pick who comes? & who came this year?

A: Dear NKOTB,
The Church occasionally has church leaders such as stake presidents attend General Conference, for obvious reasons. It is a good experience for the stake president and provides a chance for him to meet with various other church leaders if necessary. Although in certain cases the Church may decide to invite various dignitaries, I could not find any record that this was a regular practice ever General Conference.
