A comment on Board Question #23425. I would say that the Church's stance is pretty clear:

"Before marriage, do not do anything to arouse the powerful emotions that must be expressed only in marriage...Do not arouse those emotions in your own body." -For the Strength of Youth

Now, this is a much better comment about the subject, with an actual reference to currently-used Church curricula in wide circulation. Good job on that. Looking in FSY would have been ideal in reference to the original question. Therefore, I'm now comfortable saying that the Church at least "discourages" such behavior. I definitely agree with such a conclusion, and I think my response to the question made that clear.
