Which bishop is inspired? Yours or mine?

Each bishop can receive inspiration regarding the people in his ward, and each will likely handle situations differently. The same goes for stake presidents, mission presidents, and so on. It also goes for the administrations of the two universities you mentioned. Inspiration doesn't mean acting identically—it means being guided by God with regard to the particulars of the decision you're making.

Similarly, it should be noted that neither BYU's nor BYU-Idaho's dress codes are Church-wide policy. They apply to students at those institutions, but aren't given as general guidance to the rest of the members. (For that, see official Church publications like For the Strength of Youth.)
