Clearly if this fable is to come about CATS is the hapless inheritor of power, not a fearless protagonist that grasps power through wit, will, and worthiness. Everyone else must use the entirety of their weapons stock against each other, ignoring CATS over in the corner like a younger sibling at the Risk board holed up in South America as the two true powers duke it out over North America and Europe, inevitably weakening themselves.

CATS is undoubtedly a hapless opportunist that didn't even realize an opportunity presented itself until it got hungry and went out to look for food and everyone surrendered.
