Has anyone heard anything about why Pres. Samuelson hasn't and isn't pushing Devotional attendance?

There's not a whole lot that the University can do apart from what they do already to encourage devotional attendance. Most everything closes down during devotionals(bookstores, cafeterias, info desks, library desks etc.), and no classes are scheduled at that time.

You just can't make students attend devotional. As Skippy says, we have agency. Attempting to make the policies regarding devotional attendance any more stringent would likely damage the spirit there, as many students could resent being "forced" to go. Maybe you can encourage those around you to attend (in a way entirely lacking in self-righteousness please), and in so doing encourage those who don't currently attend devotional to do so more often in the future.
