A: Dear Mango,

Clouds don't, but if they are charged electrically (think potential thuderstorm) it can interfere with the radio waves cell towers use to transmit a signal to your phone. It's one reason, when you read the very, very small print in your contract, it says coverage will vary with "atmospheric conditions" (along with other things).
