A: Dear wink,

From what I've read, I think it's very wrong. The price is about $3,000 per year, and there's no good solution for getting that paid for (what happens when some families can afford it, and others can't?) Besides that, it's illegal to charge individually for a public education - and unethical to try to make a retroactive law for it.

If a state decides its kindergarteners need to go to school full-time, great. But they need to figure out a good way to pay for that - a charging families individually is not a good way.
